This is the 11th annual report of the National Advisory Committee on Health and Disability (the National Health Committee, NHC). It also reports on the work of the Public Health Advisory Committee (PHAC) which is a sub-committee of the NHC.

The PHAC was established to increase the focus on public health. Its first report The Health of People and Communities considers how the environment affects our health and, in particular, people who already have poorer health status. With its first full year behind it, the Public Health Advisory Committee has settled on a significant and innovative work programme.

For its part this year, the National Health Committee has produced work in a number of important health care areas. These include published advice on a quality improvement framework for New Zealand, improving Māori health policy, revised smoking cessation guidelines, and discussion documents on screening appraisal criteria and new technology assessment or, as it is now known, new health interventions assessment. We are also nearing completion of what we believe will be a landmark piece of work on the lives and service needs of adults with an intellectual disability.

The National Health Committee, incorporating the Public Health Advisory Committee, gratefully acknowledges the participation of members of the public, health and disability support professionals, and people in government and non-government agencies in our work. We also appreciate the interest of the Minister of Health.

The Committee celebrated its 10th anniversary during the year and looks forward to continuing to provide an independent and balanced view of the publicly funded health system and public health in New Zealand.

We remain committed to improving the health of New Zealanders and reducing health inequalities.
