This is the twelfth annual report of the National Advisory Committee on Health and Disability (the National Health Committee, NHC). It also reports on the work of the Public Health Advisory Committee (PHAC) which is a sub-committee of the NHC.

The NHC and PHAC are independent committees set up in statute to report directly to the Minister of Health. Their independence is important in that it allows the two committees to bring an impartial perspective to areas that other agencies may feel constrained to look at - due to conflicts of interest. It also allows investigation of areas that are not classified as strategic priorities - an example would be the NHC's work regarding adults with an intellectual disability which made important recommendations affecting many aspects of the lives of this vulnerable group of people.

Although our principle role is to advise the Minister on publicly funded public health, personal health and disability support services, we pro-actively engage with our various stakeholders to disseminate the findings and recommendations of our reports, for example, through workshops and symposiums. All reports contain recommendations that both committees consider are practical and appropriate for implementation.

The National Health Committee, incorporating the Public Health Advisory Committee, gratefully acknowledges the participation of members of the public, health and disability support professionals, and people in government and non-government agencies in our work. We also appreciate the interest of the Minister of Health.

The committee looks forward to continuing to provide an independent and balanced view of the publicly funded health system and public health in New Zealand. We remain committed to improving the health of New Zealanders and reducing health inequalities.
