Quality in the New Zealand Health System

Background Paper to the National Health Committee

Summary
This background paper, together with a discussion document and sector consultations, informed the final report to the Minister of Health by the NHC on Health Care Quality Improvement in New Zealand: Safe Systems Supporting Safe Care.

In February 2001, the NHC convened a workshop of representatives from a number of health sector organisation to inform its work programme on health care quality. Key themes were published in a NHC paper entitled “Summary of National Health Committee Quality Workshop”.

The NHC then commissioned a background paper on quality in the New Zealand health system. The purpose of this background paper was to highlight key quality and safety matters that would benefit from national effort and coordination and raises priorities for action. One of the key issues that came out of the workshop was the need for national leadership in the area of quality of health care. This paper presents a number of options for organisational leadership and reflects the importance of this issue.
