Discussion Document on Quality Improvement in Health Care

Summary
This discussion paper, together with workshops and consultations with the sector, informed the final report to the Minister of Health by the NHC on Health Care Quality Improvement in New Zealand: Safe Systems Supporting Safe Care.

The NHC proposes a quality improvement model that combines the five dimensions of quality (safety, effectiveness, efficiency, consumer responsiveness and access) with a four-level systems approach (individual team, organisation and system). The foundations of the model are the three Treaty principles of partnership, participation and protection.

Three areas are outlined for national actions to improve the quality of health care: a coordinated approach to quality improvement, strong leadership at all levels, greater consumer participation in quality improvement. Proposed priorities for action include: promoting leadership for quality improvement through training, strengthening national leadership in quality improvement by having one organisation take responsibility for oversight and monitoring, setting a clear strategic direction by establishing a national Quality Improvement Strategy, ensuring health consumer interests across the board are represented.
